The Ministry of Ecology and Environment has drafted the "Comprehensive Governance Plan for Air Pollution in Key Areas for Autumn and Winter 2021-2022 (Draft for Comments)". The plan proposes a strict prohibition on the addition of new steel smelting capacity, with stringent environmental access requirements. Apart from relocation and capacity replacement, no new capacity projects shall be approved. Before the operation of new steel projects, the capacity used for replacement must be simultaneously withdrawn. Efforts should be made to effectively manage staggered production in the steel industry during the heating season, guiding relevant cities to develop staggered production plans for steel.
