The Ministry of Ecology and Environment has drafted the "Comprehensive Governance Plan for Air Pollution in Key Areas for Autumn and Winter 2021-2022 (Draft for Comments)". The plan proposes a strict prohibition on the addition of new steel smelting capacity, with stringent environmental access requirements. Apart from relocation and capacity replacement, no new capacity projects shall be approved. Before the operation of new steel projects, the capacity used for replacement must be simultaneously withdrawn. Efforts should be made to effectively manage staggered production in the steel industry during the heating season, guiding relevant cities to develop staggered production plans for steel.

The draft mentions a resolute effort to curb the blind development of "two high" projects. Focusing on industries such as petrochemicals, chemicals, coal chemicals, coking, steel, building materials, non-ferrous metals, and coal power, a comprehensive review and inspection of proposed, under-construction, and existing "two high" projects will be conducted. A list management approach will be implemented for "two high" projects, with classified handling and dynamic monitoring. Strictly implement the requirements for energy consumption "dual control", capacity replacement, regional pollutant reduction, and coal reduction and substitution. "Two high" projects that do not meet the requirements must be rectified resolutely. Conduct self-inspection and self-correction seriously, strictly investigate illegal projects that start construction without approval, and enforce the law against illegal enterprises. Benchmark against domestic and international product energy efficiency and advanced environmental protection levels, promote the improvement of energy efficiency and environmental protection levels in under-construction and proposed "two high" projects, and advance the transformation and upgrading of existing "two high" projects. Vigorously crack down on various illegal activities such as unlicensed emissions and emissions not in accordance with permits by "two high" enterprises, and timely expose typical cases of violations of the pollutant discharge permit system.
